This can be a very critical step in the success of your business.
The people your are going to try and market your services or product to have to have a need or want for them. If they don't you will have wasted a lot of precious time and money. Both of which people trying to start and run a business do not have a lot of.
Another thing to keep in mind is that it isn't always just the people you first introduce your product or services to that will do business with you. If they like what they are getting the word will spread to their friends, family and co-workers. Which brings in more of the targeted groups you were looking for in the first place.
